First of all I apologize to Mitaka who wanted to interrupt the discussion, but I had already written everything and trashing all bothered me and I apologize for opening another post, but the other had already messed up and my idea would have been lost in the various question and answer rather annoyed; maybe it was better(?):D
My idea is:
Winner of each league qualified for the champions cup;
play-off between the runners-up of each league to have a second team in the top international tournament; the play-off match should follow a criterion linked to the league ranking (average GIFA league team ranking?) so there will be a match 1-8 2-7 3-6 4-5. In this way we partly move towards the concept expressed by Diabolik of rewarding stronger teams that would be penalized by playing in more competitive leagues; play-off losers in the Medalists cup.
By increasing the number of participants in the champions cup I would eliminate (as now happens in Europe) the tournament of the winners of the national cup, at the end many of those would already be in the champions cup, few would remain in the cup winners tournament, which, instead, I would qualify for the medalists cup
Medalist cup: for each league 1 qualified every 30 active teams (with at least 3 months of registration and with last access to the Goleada website for no more than 1 month) with rounding down, at least one qualified per league, plus the national cup winner or if already qualified, the further best placed. Another 4 teams qualified from the play-offs among the eight best unqualified, one per league, always according to league ranking with a combination of 1-8 2-7 3-6 4-5. For example at present, but I'm not sure of the number of active teams, Italy 3 + 1 (NCW) rest of the world 1 + 1 (NCW) plus the 4 losers champions cup play-offs and the 4 winners medalists cup play-offs
New international cup: slots assigned following only the criterion of the number of active teams per league. 1 qualified for every 10 teams per league (rounded down) minimum 2 teams per league. For example currently Italy 10, other leagues 2. In my opinion the teams relegated directly (not through play-out) from the national top division should not be entitled to a place in international competitions, to the advantage of the teams participating in the second division championship, in case of more eligible teams, the number of points and goal difference will be looked at
Obviously, each cup will have a different criteria for awarding glory points, but this is Mitaka's job
Instead, I would leave the Italian national league as it is, its splitting would flatten its level to that of the others with three / four/five strong teams per league and then nothing or almost nothing; not to mention the splitting, even only regarding the second division, by geographical criteria, so we would have the same problems within the Italian nation that are now general issues, with regions with five strong teams and others with half or just one strong team, if all goes well
